Teacher and two children play with blocksComprehensive Child Development (CCD) programs and services provide Early Childhood Education and care for infants, toddlers, and preschool and children whose parents work or attend school or job training. All child development programs of CCD are monitored by the California Department of Education, Child Development Division.  The programs of CCD meet all State requirements for staff qualifications, staff:child ratios, group size, program components including children’s environment, nutrition, program evaluation, outcomes for children, parent involvement and governance. 

 

Early Childhood Education Programs

Early Childhood Education and care is provided for approximately 400 infants, toddlers and preschool children (ages 6 months to Kindergarten) in six licensed centers: one in San Pedro, one in Wilmington and four in Long Beach and in a network of CCD supported Family Child Care Homes (licensed family child care homes supported by CCD agency staff) for approximately 125 children age 4 months and up.

Programs of CCD are offered on a non-discriminatory basis, affording equal treatment and access to services without regard to sex, sexual orientation, gender, ethnic group identification, race, ancestry, national origin, religion, color, or mental or physical disability.  Children with disabilities or other special needs, as defined by the Americans with Disabilities Act (ADA), are welcomed into the program and reasonable accommodations are made as necessary and appropriate. As mandated by State guidelines, the programs of CCD do not include religious instruction.

 

Each child is accepted into the program at his or her current developmental level. Children have the opportunity to work independently as well as with other children and adults.  Children plan, create, study, play, problem-solve and generally participate in a wide variety of developmentally appropriate experiences and activities guided by well-trained staff. Children are encouraged and helped to meet both large and small challenges with confidence and competence.

 

Staff and family child care providers make available a multitude of experiences, materials, equipment and activities to strengthen each child's social, cognitive and Teacher and three children sitting at tablephysical skills, as well as increase self-image and self-confidence.  We strive to create in children an excitement for learning now and for the rest of their lives.

 

The staff and providers maintain close communication with each family.  Teachers and caregivers talk with parents when the child is brought to the center or family child care home and/or when the child is picked up each day.

 

Parent/teacher conferences are arranged on a regular basis at times that are convenient for the family.  It is through close cooperation between the home and the child care setting that each child and parent benefits most from their experience in CCD's programs.

A program unique to this area is CCD’s Family Child Care Home Education Network.  Over 50 CCD-supported, licensed family child care providers care for approximately 125 children, age four months and up in the providers homes.

 

Children are cared for in licensed family child care homes with support and assistance provided by CCD staff. This home environment is especially beneficial to very young children and those who are fragile in some way.  Parents enjoy a close relationship with the family child care providers and their families. CCD professional staff provide technical assistance and appropriate toys on loan from CCD’s Toy Loan to these homes. Our Family Child Care Home Education Network has received commendations for quality; with several of our family child care providers having received Accreditation from the National Association  for Family Child Care.  Others are working toward accreditation.

 

State Preschool (SPS)

Provides half-day early childhood education programs for 24 morning plus 24 afternoon children from three to five years of age to prepare them for Kindergarten.

CCD was selected to be the Los Angeles Universal Preschool (LAUP) Hub agency representing the 4th Supervisory District. This includes a network of 22 licensed family child care providers throughout the 4th District, Los AngelesCounty. LAUP is a step in California's master plan to provide high quality preschool experience for all 4 year olds prior to entry into Kindergarten. Children who have received a high quality preschool experience before entering school are prepared to learn at the accelerated rate expected in today's public school Kindergarten classes. LAUP providers offer high quality programs, including staff qualifications that meet stringent requirements set by the LAUP guidelines.

 

Child and Adult Care Food Program (CACFP)

Children in CCD's child care centers and children in CCD's network of licensed family child care homes are fed two nutritious meals and a snack daily at no charge to parents. All children are eligible for meals without regard sex, sexual orientation, gender, ethnic group identification, race, ancestry, national origin, religion, color, or mental or physical disability. All food program related services are free to parents and providers.

 

Toddler looking at a picture book.The Child Care Food Program is an important part of the mission of CCD. This program is funded by the United States Department of Agriculture in cooperation with the California State Department of Education. CCD’s Family Child Care Food Program was initiated in 1989 to recruit, train, monitor and reimburse licensed family child care providers for nutritious meals served to children in their care.  Since then the CCD staff have offered assistance with record keeping, meals and menu patterns, and food service management through training, on site visits and workshops.  Currently 650 licensed family child are providers in CCD’s Food Program receive these services.

 

CCD believes that as an umbrella sponsor for licensed family child care homes, its main duty is to help insure that children have the opportunity to live a balanced, healthy life by encouraging good nutrition and preventing health issues directly related to poor nutrition.

 

CCD also contracts for childcare in a network of over fifty licensed family child care homes.

The Long Beach Housing Development Department deeded CCD a single-family home in Long Beach. The project is a model program that places a local non-profit child development organization (CCD) in a position to provide housing and a business opportunity for a low-income family. The family leasing the home is an income-eligible family child care provider who pays a reduced rent, has a business opportunity that allows them to support their own family and in turn, increases the availability of licensed child care in this under-served neighborhood.

 

Parent Handbook

The Parent Handbook describes the Mission, Philosophy, Program Description, Eligibility Requirements, Policies and Procedures by which CCD Early Childhood Education Programs operate.
